Environmental Modification Convention (ENMOD):

Full Name: Convention on the Prohibition of Military or Any Other Hostile Use of Environmental Modification Techniques

Purpose: Prohibits the military or any other hostile use of environmental modification techniques having widespread, long-lasting, or severe effects

There have been different bills related to weather control or modification introduced in the U.S. Congress:

Weather Act of 2023 (S.3401, 118th Congress)

Weather Act Reauthorization of 2023 (H.R. 6093, 118th Congress) National Weather Modification Policy Act of 1976 (S. 3383, 94th Congress) – That bill was supposedly enacted to direct the Secretary of Commerce to develop a national policy on weather modification.

Weather Modification Research and Technology Transfer Authorization Act of 2005 (S. 517, 109th Congress) – That bill aimed to establish the Weather Modification Operations and Research Board.

Many believe the ENMOD treaty was adopted by the United Nations General Assembly on December 10, 1976 because of there needing to be a response to the weather warfare that was waged against the Viet Cong during the Vietnam War. As of 2022, 78 nation state parties have signed it. The treaty does allow for the continued research and development of environmental modification techniques for civilian purposes.
